My plan is to eliminate the PTO brake instead of fixing it. The downside to that is the PTO shaft will spin even when the lever that mechanically engages it is OFF. That's due to the inherent nature of these motorcycle-type wet clutches. There is a lot of drag when disengaged, especially when the fluid is cold. This

Here is the output shaft after having been removed from the gear box. You can see the lower bearing in there. This thing is so low in the gearbox you can see why using only grease in this gearbox might be a recipe for disaster. The bearing had to be tapped off the broken shaft. If it were me, I'd try to find a way to test clutch engagement. Perhaps get the rear wheels up in the air, put the tractor in gear and see if you can turn a wheel by hand. If not, push the clutch in and try again to turn the wheel. If it isn't the clutch, then it may be a broken transmission input shaft.
Removing the PTO on mine is quite simple. Found this while trying to lube the u joints on the mower side. On mine there is a top and bottom access flap on the plastic shroud that covers everything on that end of the PTO shaft. Open these and rotate PTO shaft and mine has a bolt and nut that hold the shaft to the splined gear box shaft.
